If a 15 year old I knew took these photos it would definitely be a problem. People she is in her panties! I didn't even think of doing a photo like that until I was 25 and in a serious relationship. Miley was a sweet girl but I think she is on her way to being a whore (teen choice awards 09).
And not all celebrities go crazy so how would that be the fans fault? Blame it on disney treating them like products instead of people.
