Ask yourself is this a crime (punishable) or a personal issue to be worked out by the individuals concerned. To a person there is no one who hasn't thought about what it would be like to make love to someone other than their spouse or significant other, and probably 90 to 95% follow through with it, does it go public with them? No! Then why should it be different for Tiger and his wife. He manned up and made a public apology and asked to be allowed to resolve the situation in private. I for one applaud his resolve in keeping it private and personal without the intervention of the media or public. It's their house let them do what needs done between them without all the rheteric and hooplah from the media.
I read somewhere once that the accuser is usually as guilty as the accused but finds an excuse for their actions by blaming someone else for their transgressions. It actually makes me feel better knowing that Tiger and his wife have the same issues as most other young couples in this world.
